Suggestions on further promoting the development of Intelligent Manufacturing in China
At present, intelligent manufacturing has become a breakthrough to make China bigger, stronger and better, and it is also an important support to promote the transformation of new and old kinetic energy and achieve high-quality development. According to the 2020 report on the development index of China’s manufacturing power, the development index of China’s manufacturing power is 110.84, ranking first in the third array after the United States (168.71), Germany (125.65) and Japan (117.16), and the relative gap with the world’s manufacturing power is gradually narrowing.
During the 13th Five Year Plan period, China has always insisted on taking intelligent manufacturing as the main direction, and issued a series of relevant policy documents, such as “intelligent manufacturing development plan (2016-2020)”, “Intelligent Manufacturing Engineering Implementation Guide (2016-2020)”, “national intelligent manufacturing standard system construction guide (2018)” It has made great progress and remarkable achievements in the construction of digitalization, networking and intellectualization.
According to the report of intelligent manufacturing development index (2020), 75% of the 12000 manufacturing enterprises in China have started to deploy intelligent manufacturing, but only 14% of them have stepped into the digital stage, and only 6% of them show obvious network characteristics. It can be seen that China’s intelligent manufacturing is still in the development stage from “yes” to “no good”, and the problems of “big but not strong, many but not excellent” still exist. During the “14th five year plan” period, China’s manufacturing industry must continue to adhere to the road of improving quality and efficiency, transformation and upgrading, focus on basic R & D capabilities, enhance network information construction, promote the deep integration of advanced manufacturing industry and modern service industry, and accelerate the transformation from “manufacturing power” to “manufacturing power”.
Therefore, I suggest that:
1、 We should create a planned and predictable macro policy environment, and guide leading enterprises to play a better exemplary role. Intelligent manufacturing has the characteristics of large investment, long cycle and high risk, and manufacturing enterprises are not willing or capable. In view of this, it is suggested that the relevant departments continue to provide a long-term stable, planned and predictable macro policy environment, and further play the leverage role of policy in the aspects of equipment upgrading, independent innovation and R & D, and manufacturing system construction, so as to inject power into the transformation and upgrading of enterprises. At the same time, we should give full play to the leading enterprises’ demonstration and driving role. On the one hand, we should give full play to the leading enterprises’ industrial chain coordination ability, support leading enterprises to take the lead in exploration and breakthrough, and promote the successful experience and model in the industry; On the other hand, leading enterprises should be encouraged to start from the most basic links, make solid progress and steady improvement, and should not be “eager for quick success and instant benefit”, should not “pull out seedlings to encourage”, and should not engage in “face project”, so as to ensure the healthy and orderly development of China’s intelligent manufacturing.
2、 Promote collaborative R & D between industry, University and Research Institute, establish innovation consortium, and consolidate the basic R & D capability of intelligent manufacturing equipment and key components. Domestic intelligent manufacturing started late, with insufficient independent innovation capability and large external dependence, and there is still a large room for improvement of the overall R & D capability. In view of this, it is suggested that the state should formulate policies to accelerate the establishment of a collaborative R & D mechanism among leading enterprises, scientific research institutes and first-class universities, establish an innovation consortium, and focus on the research and development of high-performance new sensors, precision reducers, servo motors and other key intelligent components, so as to realize the breakthrough and mastery of key technologies; Accelerate the implementation of intelligent manufacturing standard system framework, standardize the technical requirements of intelligent equipment, pay attention to the coordinated development of software and hardware integration, implement the standardization and modularization construction of intelligent factory, and realize efficient and flexible production; improve the incentive policies for the first machine, the first set and the first batch, especially continue to support the R & D, upgrading and expansion of manufacturing lines and systems.
3、 Continue to cultivate intelligent manufacturing service platform, and strive to make greater breakthroughs in industrial software and intelligent manufacturing system. There are many types of manufacturing equipment, complex systems, difficult interconnection and high cost. Although there have been great improvements, “data island” is still common. In view of this, it is suggested that a group of powerful and influential intelligent manufacturing service platforms should be jointly cultivated with the state as the leading role and enterprises as the main body, so as to break the data barrier between equipment and system, and provide intelligent manufacturing data center solutions integrating data collection, data processing and data analysis; Increase investment in industrial software research and development, reverse the passive situation of Intelligent Manufacturing “brain” being controlled by people, and develop a number of alternative intelligent manufacturing system solutions to accelerate the pace of digital network intelligent transformation.
4、 Through the introduction, cultivation and transformation, the gap of intelligent manufacturing talents can be filled. With the rapid development of intelligent manufacturing, which covers a wide range of fields, there is a high demand for the comprehensive ability of talents. In view of this, it is suggested that the state should support enterprises to increase the introduction of international intelligent manufacturing talents, promote the interactive integration of industry, University and research, set up a talent bridge between universities and manufacturing enterprises, and guide the two-way flow of high-level talents; support more domestic universities to set up intelligent manufacturing engineering specialty, realize normalized and systematic talent training, and increase the number of talent supply; Domestic colleges and universities are encouraged to cooperate with leading enterprises to hold special training courses for intelligent manufacturing, so as to promote the existing manufacturing engineering talents and information technology talents to make up for the skill weakness, and smooth the talent transformation and development channels.
Suggestions on using intelligent technology to help the elderly better integrate into digital life
It is predicted that during the “fourteenth five year plan” period, the size of China’s elderly population will grow rapidly at a rate of more than 10 million per year, and the population aged 60 or above may exceed 300 million by 2025. According to the 47th statistical report on the development of Internet in China, as of December 2020, the number of Internet users in China has reached 989 million, with only 11.2% of them aged 60 or above. In the process of novel coronavirus pneumonia prevention and control, many elderly people are having difficulties in using basic health applications such as health codes. The problem of digital divide in China’s elderly population is urgently needed to be solved. At the same time, the penetration of internet intelligent technology into daily life is increasing, showing the characteristics of full scene application and rapid iteration, which aggravates the difficulties and challenges for the elderly to integrate into digital life. It is an important issue for the elderly to integrate into the digital society by using intelligent technology, which is related to the governance of social operation and sustainable economic development in the future.
In recent years, the reform and development of the aging cause and the construction of the pension system have entered a window period. The implementation of the “Internet plus pension” strategy has made continuous progress in the field of smart applications and has accumulated experience for coping with the aging society. In 2020, the general office of the State Council issued the implementation plan on effectively solving the difficulties of the elderly in using intelligent technology. The Ministry of industry and information technology and other departments have also made specific work arrangements for the aging of intelligent technology and intelligent applications, which will further alleviate the difficulties of the elderly in using intelligent technology. In this process, we should further strengthen the top-level design, strengthen the standard construction and application promotion.
Therefore, I suggest that:
1、 Promote digital services for the elderly into the national information infrastructure construction as soon as possible. It is suggested that the relevant departments formulate medium and long-term target plans for technology aging, clarify the key construction direction and development stages, increase the investment in supporting funds, and promote the public digital platforms and service systems at all levels to take the lead in completing the aging transformation. Priority should be given to solving high-frequency services related to the elderly, such as online booking, transportation, intelligent code scanning, and so on, so as to promote the comprehensive implementation of the aging development of the elderly’s life application scenarios. We should encourage the participation of social forces, and focus on guiding relevant enterprises in the field of high-frequency intelligent application for the elderly to actively play a demonstration and leading role. At the same time, improve laws and regulations, do a good job in data security and privacy protection for the elderly.
2、 Guide the establishment of intelligent technology aging standard system. At present, China has not yet established the standard system of smart technology for aging, the degree of similar products for aging is uneven, and the software and hardware products for aging are not synchronized and matched, which seriously affects the elderly’s experience of using smart products. It is suggested that the relevant departments should formulate the general requirements for the standards of smart technology for the elderly, and the government, enterprises and social organizations should work together to establish a special standard system.
3、 We will promote the integration and development of smart technology for the aged and emerging industries. We should guide the integration and development of technology for the elderly and emerging industries such as smart home, smart community, smart travel and smart medical care, and take industry guidance as the starting point to promote the application and promotion of smart technology for the elderly. For example, we should strengthen the linkage between smart home data of the elderly and smart community data, make full use of artificial intelligence internet of things technology, quickly respond to active needs, timely and accurately identify passive needs (such as falls, fires, gas leakage, etc.), and improve the ability of overall planning and management of community elderly support services.
4、 Guide and encourage the whole society to jointly promote the promotion of smart technology for the elderly. The aging development of intelligent technology, products and services can not only improve the digital life experience of the elderly, but also be a key measure to deal with the aging population, and contribute to the construction of a harmonious socialist society. It is suggested that in the process of the construction of technology for the elderly, the whole society should strengthen publicity, encourage enterprises and public welfare organizations to develop learning courses, encourage communities, village (neighborhood) committees, universities for the elderly and elderly associations to provide training and guidance for the elderly to use intelligent products, and commend and reward units and individuals with outstanding performance in the work of intelligent technology for the elderly; While strengthening the construction and application of intelligent technology, we should also retain various traditional service means and methods, and do a good job in the protection of the elderly.
Suggestions on strengthening the development of medical and preventive integration in county with digital empowerment
The 13th Five Year Plan period is an important period to promote the construction of healthy China and constantly improve the county medical system. The state vigorously promotes the construction of medical consortium, forms the division and cooperation mechanism of county and rural three-level medical and health institutions at the county level, and constructs a three-level linkage County medical service system. In 2017, the general office of the State Council issued the guiding opinions on promoting the construction and development of medical consortia, which clearly requires the establishment of medical communities in counties to gradually realize the sharing of regional medical resources. At present, 84% of the county-level hospitals in China have reached the level of level II or above, and the number of county-level medical communities has reached 3346. After the outbreak of the new crown disease in 2020, county-level hospitals across the country have undertaken arduous tasks to build a great wall of steel to stop the virus and protect health. At the same time, this major public health emergency also reflects that there is still room for improvement in the current county primary medical system. For example, the degree of digital informatization needs to be strengthened, the efficiency of early warning and scheduling can be further improved, and the medical resources need to be evenly distributed. In the post epidemic era, it has become a new topic in the field of health to strengthen the use of digital means, make up for weaknesses, plug up loopholes, and effectively promote the development of medical prevention integration.
Therefore, I suggest that:
1、 We will promote the interconnection and sharing of county medical and preventive data, and strive to achieve full coverage. At present, the development of primary health care in various regions is relatively unbalanced, and the county medical and health units such as village clinics, township hospitals, county hospitals and county CDCs have not yet fully realized the interconnection and integration of medical prevention, medical and health, medical and health, and medical care data. It is suggested to take the health department as the leading role and cooperate with relevant ministries and commissions to speed up the digital and network construction of county medical prevention, especially in the close medical community of county and rural integration, medical prevention integration, multi-point triggered disease monitoring and other directions to strengthen the interconnection and sharing of data, so as to realize more efficient and faster response and configuration of medical resources.
2、 Encourage the use of cutting-edge digital technology, strengthen the analysis and application of medical data. The huge national medical data resources have not been fully exploited, and the value of medical data has not been fully reflected. It is suggested that the state should promote the implementation of relevant policy opinions, and on the premise of effectively protecting personal privacy, use big data technology, artificial intelligence, cloud computing and other digital technologies to realize the rapid processing and effective judgment of medical data. At the individual level, the establishment of personal life-cycle health records can realize the continuity of medical services in different places, avoid repeated consultation, and realize the distributed and efficient coverage of high-quality medical resources. At the scientific research level, through massive data analysis, we can improve the accuracy of disease diagnosis and prediction, and support major medical projects to achieve breakthroughs. At the social level, it helps to evaluate the implementation effect of public health services, continuously optimize disease prevention and intervention measures, and enhance the comprehensive prevention and control ability of major diseases.
3、 Strengthen the county medical information investment and talent construction. On the basis of novel coronavirus pneumonia prevention and control struggle experience, we should enhance the level of digital empowerment epidemic prevention and control, and constantly strengthen the county medical digital construction, so as to achieve “the whole country chess” and achieve “covering the county, tracking people, data cloud.” At present, the access rate of health information construction funds at the county level is insufficient, the investment of special construction funds is low, and there is a certain gap with the actual demand. At the same time, there is still a large vacancy for county informatization talents. It is suggested to increase the investment of county special funds, comprehensively promote the construction of county medical prevention informatization, promote the construction of county informatization talents, establish and improve the incentive mechanism, guide the sinking of informatization talents, and help the development of county medical treatment.
