A few days ago, the Academic Degrees Committee of the State Council and the Ministry of Education issued a notice specifying the establishment of “interdisciplinary” categories, and the establishment of “integrated circuit science and Engineering” and “national security” first-class disciplines under this category. “Interdisciplinary” has become the 14th discipline category in China.
In response to a reporter’s question, the person in charge of the office of the Academic Degrees Committee of the State Council said that with the accelerated evolution of a new round of scientific and technological revolution and industrial change, some important scientific issues and key core technologies have shown signs of revolutionary breakthroughs, new branches and new growth points are emerging, the depth of interdisciplinary integration is irresistible, and economic and social development has great impact on high-level innovative and compound talents The demand for talents with ability of innovation and application is more urgent.
Li Ke, vice president of CCID Consulting, said in an interview with China first finance and economics that China, as the world’s largest IC application market, has great advantages in application innovation, but there has always been a gap between basic research and original innovation, which is also the fundamental reason for being “stuck”. This time, IC has been upgraded to a first-class discipline and will lead the way in scientific research resources to IC Domain convergence plays a role in promoting.
What is the significance of the first level discipline?
With the popularity of smart phones, mobile Internet, cloud computing, big data and mobile communications, integrated circuits have evolved from the original technology method of realizing circuit miniaturization to the core of today’s information technology industry, and become a strategic, basic and leading industry supporting national economic and social development and safeguarding national security.
At present, China’s integrated circuit industry continues to maintain high-speed growth, technology innovation capability continues to improve, and industrial development support capability has improved significantly. However, there are still some problems, such as weak innovation capability of core products and low-end products.
“The decision to establish a first-class discipline of” integrated circuit science and Engineering “is to build an innovative talent training system to support the rapid development of the integrated circuit industry, cultivate innovative talents to meet the urgent needs of industrial development in terms of quantity and quality, and provide strong talent support for fundamentally solving the” neck “problem of restricting the development of China’s integrated circuit industry.” The head of the office of the Academic Degrees Committee of the State Council said.
As early as 2015, the Ministry of education and other six departments jointly decided to support a group of universities to build a demonstration microelectronics college or prepare to build a demonstration microelectronics college, so as to speed up the cultivation of engineering talents urgently needed by the integrated circuit industry.
At present, there are 28 national demonstration microelectronics colleges. At the same time, the “several policies to promote the high-quality development of the integrated circuit industry and software industry in the new era” issued by the State Council in August last year also emphasized strengthening the professional construction of integrated circuit and software, accelerating the establishment of first-class disciplines of integrated circuit, and supporting the development of industry education integration.
Due to the particularity of the industry, the threshold of integrated circuit technology is high, covering physics, chemistry, materials, chemical engineering and other disciplines, and from design to production is inseparable from the accumulation of practice.
The person in charge of the office of the Academic Degrees Committee of the State Council explained that due to the particularity of the research objects of the two disciplines, “integrated circuit science and Engineering” and “national safety science”, the existing first-class disciplines involved in theory and method show the outstanding characteristics of multi-disciplinary synthesis and intersection, which are fully demonstrated by experts and set under the category of interdisciplinary.
“For a long time, the enthusiasm of all parties to develop interdisciplinary research is relatively high, and many useful suggestions have been put forward. However, there is a lack of unified understanding of the connotation and extension, evolution rules, and construction mechanism of interdisciplinary research, and it is often confused with interdisciplinary research in concept, which easily leads to the tendency of blindly applying interdisciplinary research.” The person in charge added that the Academic Degrees Committee of the State Council is studying and formulating relevant measures for the establishment and management of interdisciplinary subjects, further clarifying the basic issues such as what interdisciplinary subjects are, how to build and develop interdisciplinary subjects, and how to carry out personnel training relying on interdisciplinary subjects, and making specific regulations in terms of interdisciplinary subject setting conditions, setting procedures, degree authorization and award, and quality assurance It’s settled.
Li Lin, who has been engaged in the semiconductor industry for nearly 20 years, told China first finance and economics that there is a huge gap in the market for integrated circuit talents and a lack of graduates of relevant majors. The establishment of a first-class discipline starts from solving the problem of a lack of graduates of corresponding majors.
“Our universities are short of targeted professional disciplines. Except for a few key universities, almost no university has integrated circuit discipline. However, due to the extreme professionalism of integrated circuit, no enterprise can use it, and general computer and other disciplines do not have relevant abilities. So chip companies tend to go to universities a year in advance to grab people. ” Li Lin also said that the current overseas situation is not conducive to international students in the field of integrated circuits, and we need to cultivate our own talents.
What is the lack of integrated circuit talents training?
In recent years, the government, enterprises and academia pay more and more attention to the IC industry, but the talent gap still exists.
According to the white paper on talents of China’s integrated circuit industry (2019-2020 Edition) (hereinafter referred to as the white paper), by the end of 2019, the number of personnel directly engaged in the integrated circuit industry in China was about 511900, an increase of 50900 over the previous year, including 181200, 171900 and 158800 in the design, manufacturing and packaging and testing industries respectively.
According to the current industrial development trend and the corresponding per capita output value, the white paper predicts that the demand for talents in the whole industry will reach about 744500 around 2022, including 270400 in the design industry, 264300 in the manufacturing industry and 209800 in the packaging and testing industry. In other words, there is still a gap of more than 200000 talents in the industry.
In terms of employment in Colleges and universities, the white paper shows that doctoral graduates of model microelectronics colleges are more willing to work in Colleges and universities or scientific research institutes, and the proportion of direct employment of undergraduates is far lower than that of master / doctoral graduates. Generally speaking, the situation of talent shortage is still severe, and the talent structure is obviously unbalanced.

Wang Shijiang, director of integrated circuit Institute of China Institute of electronic information industry development, said in his previous interpretation of the white paper that there are four problems in the talent construction of China’s integrated circuit industry, namely, the shortage of leading and high-end talents, the lack of attraction for talents; the lack of support for talent training teachers and training conditions, the need to enhance the integration of production and education; and the phenomenon of corner digging among China’s integrated circuit enterprises In China, intellectual capital is not paid enough attention, and the vitality of scientific research personnel needs to be stimulated.
Among them, Wang Shijiang specially mentioned: “we hope to solve the problem of disconnection between production and education as soon as possible through the construction of first-class disciplines.”
In the development of integrated circuits, capital, talents and time are indispensable. If the establishment of the science and technology innovation board brings more imagination to semiconductor companies and improves the treatment of talents in the industry, the establishment of the first level discipline solves the problems in personnel training from the perspective of system and mechanism.
Wu Hanming, academician of the Chinese Academy of engineering and Dean of the school of micro nano electronics of Zhejiang University, believes that the integration of production and education should be strengthened in the major of integrated circuit in domestic universities, and the students of this major should at least be able to make transistors to be qualified.
In an interview with China first finance and economics, Wu Hanming said that integrated circuit education should be a game of chess for the whole country, the compilation of some basic teaching materials for chip manufacturing should be strengthened, and the teaching work related to manufacturing should also be carried out.
Zhou Yumei, a researcher at the Institute of microelectronics of the Chinese Academy of Sciences, also said at an integrated circuit Talent Forum at the end of last year that although policies and funds have paid great attention to the cultivation of integrated circuit talents, the business community still thinks it is difficult to recruit and employ people, and the number is still not up to the standard.
“The shortage of integrated circuit talents means that the whole society may lack a correct guidance, some policy guidance, or the salary that enterprises can pay and the attraction of the industry may not be so strong. We need the joint efforts of the demand side, the supply side and the government to ease the contradiction and gradually achieve a balance between supply and demand. ” Zhou Yumei said.
Zhou Yumei believes that, in terms of the scale of higher education, there are a lot of colleges and universities in China, but the requirements of the integrated circuit industry for a high degree are far higher than the average of the whole country. “As the supplier, we should improve the quality while expanding the scale, improve the practical ability on the basis of learning book knowledge, let the development of industrial technology progress be understood by students, and improve the ability of engineering education.”
