First, improve the “Health Code” inspection service in the field of transportation. The notice requires that novel coronavirus pneumonia areas should not need to check “health codes” except for special facilities such as bus terminals, passenger terminals, civil transport airports and entry and exit ports. If it is really necessary to check the “Health Code”, it is necessary to optimize the services such as relatives and friends’ agency and staff’s agency; in areas where conditions permit, channels without “Health Code” should be set up at passenger stations and expressway service areas.
Second, it is convenient for the elderly to take public transport. According to the notice, while promoting mobile payment, e-ticket and code scanning, local passenger stations should retain the use of cash, paper bills, vouchers and certificates; speed up the interconnection and convenient application of all-in-one transportation cards in cities at prefecture level and above, actively promote qualified social security cards to increase the function of transportation and travel; and encourage qualified areas to promote the use of all-in-one transportation cards for the elderly Certificate, senior citizen card, social security card, etc. take urban public transport.

Fourth, improve the quality of passenger station labor service. “Notice” requires that passenger stations, expressway service areas and toll stations should keep manual service windows; in passenger stations with dense passenger flow, priority ticket windows, special waiting areas or green channels should be set up for the elderly if conditions permit.
The circular stressed that all localities should attach great importance to it, strengthen organization and leadership, improve safeguard measures, actively strive for financial support, further clarify the timetable and roadmap, establish work accounts, clarify the division of responsibilities, ensure the implementation of various tasks, and accelerate the establishment of a long-term mechanism to solve the problem of “digital divide” faced by the elderly in their daily transportation.
