Forging fake medical records into a “private customized” network business

“A girl’s help, I still want to live” forgery of medical records to defraud donations has become a “network business”
Recently, the police in Luoding City, Guangdong Province, cracked a case of using false medical records to defraud netizens to donate money. The suspect tampered with his girlfriend’s case and launched a donation of love on several websites.
The medical records of the deceased become a fund-raising tool
In February this year, a fund-raising application was received by a critical illness funding platform. The applicant Wang raised funds for his girlfriend Huang, who suffered from acute peritonitis. However, the platform staff found that the certifier in the application materials was “0”, and the contents of other application materials were also abnormal.
Xu Xin, medical record auditor of a major disease research platform: because it is not like other (fake medical records), it will go to some other information points, and it only p (Alter) for a period of time. After comparison, we directly marked the case with special attention. His money could not be taken away. Then we went to the offline staff for further verification as soon as possible.
Almost when the offline staff verified the medical record, the platform received five online reports from the application, claiming that the cases applying for fund-raising had died as early as 2018.
Xu Xin, medical record auditor of a major disease research platform: then we confirmed that we had already obtained the death record of Huang, and confirmed that the girl died in 2018, so we thought that the situation was a little serious. Finally, we decided to go to the local police station to report the case.
After a serious illness preparation platform reported a case, the police of Luoding City, Guangdong Province immediately launched an investigation. It was found that Wang Mou Fei, who used the medical records of his deceased girlfriend to apply for relief funds, successively applied for relief funds from various domestic major disease preparation platforms.
Li Tongbo, police officer of Luocheng police station, Luoding City, Guangdong Province: we have been investigating the situation and even went to the hospital where the dead died in Shenzhen. And then according to the witnesses, we all found some of them to make notes. We learned that he also had fund-raising records in other fund-raising platforms, so we put the case on file.
The suspect self taught and changed pictures to cheat netizens’ money
After the case was put on record, the Luoding police in Guangdong found that the suspect had swindled a total of more than 60 thousand yuan of love donations by means of correcting his dead girlfriend’s hospitalization data and using his current girlfriend to pretend to be a victim.
During the investigation, the police found the identity information and hospitalization data of his dead girlfriend in the home and mobile phone of suspect Wang Moufei. Wang made use of this information to launch fund-raising applications to several major disease funding platforms.
The suspect’s mobile phone screenshot showed that some serious illness platform has passed the examination, and the money has been transferred. Using computer software to alter the medical records has become the main means of Wang Mou Fei to defraud the relief funds.
Li Tongbo, as like as two peas of police station in Luo Cheng, Luoding, Guangdong, the tax numbers of the two documents are exactly the same. As like as two peas as like as two peas, the last photo was dated February 14th, and the next photo was identical.
Reporter: Why did he want two different dates?
Li Tongbo, police officer of Luocheng police station, Luoding City, Guangdong Province: because you have to go to different platforms to raise money, the closer the photos you upload there to the date of uploading, the higher the approval rate.
In order to make the application materials more credible, the suspect Wang Moufei also eyed other hospitalized data of his death girlfriend. For this reason, the suspect has studied the technology of image modification himself.
Li Tongbo, police officer of Luocheng police station, Luoding City, Guangdong Province: he said that the first time he was looking for someone else to alter, and then he found that the technology was actually quite simple, and then he came all by himself. You see, it’s February 14 on the top and May 27 on the top. It’s obviously fake.
By modifying the date of hospitalization information and the telephone number of the contact person, the hospitalization data of the ex girlfriend who had passed away in 2018 has become a tool for the suspect to apply for relief funds to many serious ill financing platforms.
Police officer Li Tongbo of Luocheng police station in Luoding City, Guangdong Province: his forged medical records are mainly the surgical records of the hospital, as well as the brief introduction of the medical records. From July until we arrested him, there were application records from various platforms in May and June before that.
During the investigation, the police also obtained some audio authentication information provided by some serious ill funding platforms, and accidentally discovered the suspect’s current girlfriend Huang Mouling, who was also suspected of being involved in the donation of netizens who had defrauded serious illness.
Li Tongbo, police officer of Luocheng police station, Luoding City, Guangdong Province: Huang Mou (Ling) specifically helps to carry out real name authentication. When passing the telephone authentication, he pretends to be the dead and calls with various platforms to consult, so as to increase the passing rate of audit.
At present, the Luoding police in Guangdong have handed over the case to the local procuratorial organ, and the suspect will face legal sanction. Some of the cheated donations have been returned to the donors through the “first compensation” processing mechanism of the relevant serious illness financing platform.
Forging fake medical records into a “private customized” network business
The staff responsible for examining and approving the application for serious diseases told the reporter that in order to successfully apply for relief funds, some of the applicants with crooked minds will not only alter the medical record information, but also provide a complete set of false medical records. Forgery of such more deceptive false medical records has become a business that can be “customized” on the Internet.
The auditor of a major disease preparation platform told the reporter that the main channel for making and selling medical records online is online trading. In the QQ software, the reviewers searched with the keywords of “case” and “certificate”, and found many qq netizens with the words “medical record”. After being a friend, the other party asked to add the personal wechat of the reviewer for the convenience of communication and payment. The other side said that providing name and ID number can provide a complete set of medical records for any medical institution and related diseases.
Xu Xin, a medical record auditor of a major disease research platform: he will go to ask you in detail what kind of disease you want to get. He will go according to your disease (designated) and ask for some personal information about you.

After receiving the personal information of the so-called “patient”, the QQ netizen who makes and sells fake medical records will charge half of the service fee of 130 yuan as a deposit through wechat. In less than a day, the other party will provide a complete set of documents including biochemical test sheet, discharge certificate and hospitalization expense list.
Xu Xin, a medical record auditor of a major disease preparation platform: after making it, you will be asked to see this set on the same day, and then you can pay the other half (deposit) after you confirm it. Then they’ll go and stamp you (fake electronic) seals, and they’ll send you the documents the same day.
The reviewers told reporters that the false medical records provided on the network did not have any obvious traces of alteration, so it was very deceptive. However, some major disease research platforms can still identify the authenticity of materials at the first time.
Zhang long, technical audit director of a major disease research platform: the amount he asked for help was a reasonable amount. Of course, if some users exceed their fund-raising needs, or the information provided by them is false, we will cross review them manually and by machine. The first time to identify, we will list this project as a key (regulatory) project.
Follow up the false medical records, the hospital found no such person
When the reporter investigates the production and sale of false medical records, some people are still using the false medical records to apply for serious illness relief funds. Recently, a major disease research platform received an application for serious illness relief fund for leukemia patients, but the staff found that the patient’s medical record was abnormal when reviewing the data.
The patient with acute lymphoblastic leukemia uploaded a hospital disease certificate to a major disease relief fund-raising platform. The certificate not only indicates the complete personal information of the patient, but also has the signature of the doctor and the official seal of the medical institution.
However, the reporter noted that the personal data part of the hospitalization certificate has been altered. The official seal of the medical institution is the Pediatrics Department of the seventh Affiliated Hospital of Sun Yat sen University. According to the regulations, pediatrics only admitted patients under the age of 14, but the patient’s age in this information was written as 25.
Dr. Chen came to the Affiliated Hospital of Zhongshan University to verify the medical records. After comparing the number of inpatients and other information, the reporter found that the hospitalization certificate filed by the hospital does not belong to the patient surnamed Xie.
Chen Chunmei, doctor of the seventh Affiliated Hospital of Sun Yat sen University: This 12-year-old girl named Huang is a leukemia patient and a girl from our pediatrics department.
After obtaining more hospital information, the reporter found that the fake applicant tried to cheat money by tampering with his personal information and using other people’s real diagnosis content.
Chen Chunmei, the seventh Affiliated Hospital of Zhongshan University: (patient number) Yes, the same, but his age and gender are different from his ID number. In addition, our department category is not the same, because it is impossible for this 25-year-old to be diagnosed and treated in our pediatrics. As a pediatrician, I can’t treat an adult.
In view of the current situation that there are many platforms for serious illness financing and the audit ability is uneven, experts in the industry remind that when netizens receive help seeking information, they should choose a platform with strong technical ability and smooth channels of donation income and expenditure, so as to avoid the uncertainty of donation to the greatest extent.
Chen Cheng, an internet financial platform: Folk donation is mainly based on the love of the society. It is a spontaneous behavior. At present, China’s current system is not subject to the supervision of the CBRC. For the release of some false information, we need to bear the corresponding legal responsibility.
Cai Yanan, legal adviser of a serious illness financing platform: for example, providing false medical records, fabricating disease information, and publishing fund-raising on the network platform, the donors believe it when they see the fund-raising information and take the initiative to donate, so the fund-raising actors will cheat the donors’ money. Under the condition of reaching a certain amount, according to the 266 provisions of the criminal law, this kind of behavior is suspected of fraud.
