Industry insiders said that the withdrawal mechanism of 5A-level scenic spots had been formed several years ago, and now the state has tightened the dynamic management of scenic spots, which makes those scenic spots that do not meet the regulations be “delisted” and rectified, which is also conducive to the closure of scenic spots to keep pace with high-quality service standards.
It is understood that the Ministry of Culture and Tourism organized third-party professional inspectors to review and inspect resources protection, tourist facilities, environmental hygiene, toilet revolution, safety management and explanation services in some 5A scenic spots. According to the problems found in the inspection, and in accordance with the national standards and relevant regulations of “Classification and Evaluation of Quality Grades of Tourist Scenic Spots”, the Ministry of Culture and Tourism has decided to deal with the seven 5A-level tourist attractions which have serious problems or fail to meet the inspection standards.
It is worth mentioning that Qiao’s courtyard has become the only 5A scenic spot that has been “delisted” this time. Up to the time of press release, the propaganda slogans of 5A scenic spot still hang on the official website of Qiao’s courtyard. It is understood that Qiaojia Courtyard is not only a well-known 5A scenic spot in China, but also a national key cultural relic protection unit, a national second-level Museum and ten best tourist attractions in Shanxi Province. Wang Xingbin, a senior tourism expert, said that “5A” is a representative of the service quality of scenic spots. The Ministry of Culture and Tourism, through “delisting” scenic spots that do not meet the quality, on the one hand, promotes the rectification of these scenic spots, on the other hand, it also serves as a warning to other scenic spots, which also marks that the future scenic spots will enter an era of strict quality control.
In recent years, the “delisting” of 5A scenic spots is not rare. Beijing Business Daily reporters learned that in 2015 and 2016, there were two concentrated delisting in 5A scenic spots. The first one is Shanhaiguan, followed by Juzizhou Tourist Area in Changsha, Hunan, and Shenlong Gorge Scenic Area in Chongqing. In 2017, three 5A scenic spots including Lijiang Ancient City Scenic Area in Lijiang City, Yunnan Province, Jingpo Lake Scenic Area in Mudanjiang City, Heilongjiang Province, and Tiger Beach Polar Hall in Tiger Beach Marine Park, Dalian City, Liaoning Province were seriously warned.
Wu Liyun, an associate professor of the Chinese Academy of Culture and Tourism Industry, also pointed out that the withdrawal mechanism of the state for 5A scenic spots had already been formed. Before that, many 5A scenic spots had been dealt with and “delisted”, which also indicated that the state’s assessment of 5A scenic spots had become more stringent. On December 26, 2018, Shan Gangxin, deputy director of the Resources Development Department of the Ministry of Culture and Tourism, said that the Ministry of Culture and Tourism had strengthened the dynamic management of scenic spots, and dealt seriously with grade A scenic spots which were neglected in management, quality of service and declining ecological environment.
Industry insiders pointed out that the star-rated hats of scenic spots only wore before, making the declaration of star-rated scenic spots in some places become a “hammer sale”. After obtaining qualifications, “no worries”, “reiteration, light maintenance”, the result is that the price of star-rated scenic spots but no star service”has been criticized by tourists.
